About.
Built on Experience. Strengthened by Relationships. Focused on Opportunity.
Capella Enterprises, LLC is a New Mexico construction company built around experienced leadership, practical field knowledge, strong business relationships, and a commitment to developing opportunities for both clients and communities.
Under the ownership of Rodolfo “Rudy” Baca, Capella has developed into more than a traditional construction contractor. The company combines construction capabilities with strategic business development, consulting, contractor teaming, and Native American partnerships.
Capella works closely with Vista Consulting and Jumbo Enterprises/Consulting, creating a team that brings together construction experience, business development, project research, Native American relationships, and the ability to assemble qualified contractors for a wide variety of projects.
Our History
Capella Enterprises was developed with the goal of creating a construction company capable of providing dependable field services while remaining flexible enough to pursue larger and more diverse opportunities through strategic partnerships.
The experience behind Capella extends across many areas of construction, including:
Heavy civil construction, earthwork, underground utilities, subdivision development, commercial construction, asphalt paving, concrete, curb and gutter, site development, drainage improvements, demolition, environmental work, and project management.
Capella personnel have worked on projects requiring coordination from the earliest stages of earthwork through final paving and project completion.
That experience helped shape the philosophy of the company:
Understand the entire project—not just one scope of work.
Over time, Capella's direction expanded beyond performing construction. The company began developing relationships with consultants, Native American businesses, specialty contractors, engineers, bonding professionals, and established construction companies.
Those relationships have allowed Capella to pursue projects by assembling teams based on the actual needs of the owner and the project.
Ownership & Leadership
Rodolfo “Rudy” Baca
Owner – Capella Enterprises, LLC
Rodolfo “Rudy” Baca provides ownership leadership and overall direction for Capella Enterprises.
The company's approach is based on responsible growth, qualified construction services, strategic partnerships, and maintaining relationships that can develop into long-term business opportunities.
Capella's leadership philosophy is to surround the company with experienced people and qualified partners rather than attempting to perform every service independently.
This allows Capella to bring together the appropriate combination of:
Construction personnel, qualified subcontractors, consultants, engineers, Native American businesses, specialty contractors, equipment resources, bonding support, and project-management experience.
The result is a company that can remain responsive and competitive while expanding its capabilities through properly structured teaming relationships.
More Than a Construction Company
Capella Enterprises operates with a broader vision than simply bidding and building individual projects.
The company works to identify opportunities, understand owner needs, develop relationships, assemble qualified teams, and determine the best method of delivering each project.
That approach is supported by Capella's consulting relationships with Vista Consulting and Jumbo Enterprises/Consulting.
Together, the three organizations provide a combination of:
Construction + Business Development + Native American Consulting + Strategic Teaming
Vista Consulting
Business Development & Construction Strategy
Vista Consulting works closely with Capella Enterprises in business development, construction strategy, contractor introductions, project research, proposal development, teaming arrangements, and pursuit planning.
Vista's consulting experience ranges from assisting smaller developing contractors to working with multimillion-dollar and multibillion-dollar construction organizations.
Its past consulting experience has included work associated with major construction companies such as Granite Construction, as well as numerous smaller and midsize contractors.
Vista provides Capella with another layer of experience beyond the construction site.
Its role can include:
-
Business development
-
Project identification
-
Construction-industry relationships
-
Contractor teaming
-
Joint-venture development
-
Proposal and Statement of Qualifications preparation
-
CMAR opportunities
-
Public and private project research

Jumbo Enterprises / Jumbo Consulting
Navajo-Owned Consulting & Community Relationships
Jumbo Enterprises is a Navajo-owned company associated with Capella Enterprises and Vista Consulting.
Led by Elbert Jumbo, Jumbo provides local knowledge, relationships, project research, introductions, and consulting support related to opportunities within the Navajo Nation.
Jumbo helps the team better understand the communities, agencies, businesses, contractors, and project opportunities within the Nation.
This relationship allows Capella to approach Native American projects with more than construction capabilities alone.
It provides a connection between:
Local knowledge, Navajo business participation, construction experience, project development, and contractor resources.
Capella + Vista + Jumbo
A Strategic Partnership
The relationship between Capella Enterprises, Vista Consulting, and Jumbo Enterprises was developed around a common goal:
Identify good projects, assemble qualified teams, create local opportunities, and successfully deliver construction projects.
Each organization brings a different strength.
Capella Enterprises provides construction capability, licensing, project management, field experience, and contractor coordination.
Vista Consulting provides business development, strategic planning, project research, contractor relationships, proposal development, and teaming support.
Jumbo Enterprises/Consulting provides Navajo-owned participation, Native American project knowledge, local relationships, project research, and coordination within the Navajo Nation.
Together, the group can evaluate opportunities and develop a project-specific team rather than relying on a one-size-fits-all approach.
Our Approach to Teaming
Capella believes that the strongest project team is not always the largest company or the company attempting to perform every scope itself.
The right team is the combination of companies and individuals whose qualifications best match the project.
Depending on the opportunity, Capella may work with:
Native American-owned contractors, Navajo businesses, specialty subcontractors, heavy civil contractors, commercial builders, engineers, environmental contractors, utility contractors, paving contractors, electrical contractors, bonding professionals, and experienced consultants.
The team is assembled around the requirements of the project.
Supporting Native American Communities
A major focus of the Capella, Vista, and Jumbo relationship is developing opportunities throughout the Navajo Nation and other Native American communities.
The team's objective is not simply to obtain construction contracts.
Whenever possible, projects should also create opportunities for:
Local employment
Navajo workers
Native-owned businesses
Training and mentoring
Developing contractors
Local subcontractors
Long-term business relationships
Capella believes construction projects can be used to develop both infrastructure and people.
Looking Forward
Capella Enterprises continues to grow through experience, relationships, and strategic partnerships.
The company's future includes pursuing opportunities in:
Heavy civil construction, commercial construction, infrastructure, utilities, paving, environmental services, demolition, public works, tribal construction, CMAR, design-build, joint ventures, and Native American projects.
Capella's goal is not simply to become a larger contractor.
Our goal is to become a stronger and more resourceful construction organization—one capable of bringing together the right people and companies to solve problems and successfully complete projects.
